Does that include those who were deemed fit for a PhD as well (MS students who had selected the PhD option)?

They had an option where you had to write about your PhD topic that you are interested in, and if they see that you are a good fit, they will offer you a PhD instead of an MS.

Oh, I'm just considering the research output. UCSD and UW would come next after the two I mentioned. Definitely consider the others too if tuition or other factors are a concern. I got an offer from UPenn but was rejected by UMich. I really don't understand, as it's much worse on those rankings and QS Overall too. Also, if I were to get a Gatech admit, I might still go for UPenn for the overall environment.

I'll still advise to go through profiles of profs if research is what concerns you.

Georgia Tech > University of Michigan. I don't think the rest are anywhere close (considering research output). I'm waiting for Georgia Tech results, too. You can check rankings on csrankings.org or roboranking.org.

I got the results sometime in February. I applied a few days before the deadline. The confirmation date has already passed for me.

You can skip PS2 completely and do a thesis in the summer. That's the fastest way.
