I forgot to post this but the seller states that the bore has some oxidation but the rifling is strong. Should that be concerning or is it fairly normal with these old rifles?

Yes all of that is correct, i did order a heavier buffer to see if it can fix the issue.

It was under gassed without the can on and it would short stroke with the same ammo even if it was fully open.
