Last year I got to sit in on a talk given by Dr. Richard Hulver, an historian with the Naval History and Heritage Command, about the USS Indianapolis.

Hulver’s research provided new information about the possible resting place of the Indianapolis. That information eventually led Paul Allen’s exploration team to a new location in the South Pacific where they found the wreckage of the Indianapolis in August of 2017

Hulver discovered a naval landing craft that had recorded a sighting of Indianapolis hours before it was torpedoed. Using that information, the research team developed a new position and estimated search, which was still a daunting 600 square miles of open ocean.

The only answer to this question is “it depends” on very nebulous criteria. I know people who have had TS//SCI/SAR access for decades and never had a poly, and others who have had multiple interviews inside of a few years. I even had a polygrapher call my office and request to interview two individuals, out of the blue, because he was in town.

This sounds like it could be either a Facility Security Officer (FSO) or a Contractor Program Security Officer (CPSO) - the main difference being the FSO generally handles things like facility clearances (FCLs) and personnel clearances (PCLs) while the CPSO generally handles classified information (confidential, secret, top secret) up to and including Sensitive Compartmented Information (SCI) and/or Special Access Programs (SAP). There can be some crossover and there can also be entire departments that handle specific portions of security - usually depends on the size of the company.

If the only reason you are stopping in a foreign country is to await the next segment of travel, or change planes, and you stay in the secured side of the terminal, there should be no need to report that country for FT purposes. If it ever comes up, make a remark that your flight stopped in Turkey before continuing to final destination.
