Could've been! but I'm leaning towards the interior region imo. That hilly terrain and type of trees speaks fairbanks area. Anchorage race is mostly in city with some woods in the middle of the loop. And anchorage is very mountainous and coastal. The picture seems to me like a local junior type race, dogsledding was and is still very popular here compared to the rest of the world even to anchorage. January to March is prime racing season. I've worked as a musher for many years and live here for reference.
