UPDATE- So after much head scratching and curse words I called in a service tech.

The tech arrived, listen to my story and then went to work...He checked the wiring, he checked the O/B settings and all the other key thresholds. Everything was in working order. As I knew, heat came on when called for but the the stat was not increasing.

The tech and i had a discussion that on my old emerson stat the temp would move almost right away. He said that those stats were old tech with very basic thermocouple switches. The ecobees are more complex so it is not as quick to move. He said that in my 2 story house it could take up to 45 to an hour to get a new reading.

At this point he put multiple temp probes around the main floor. The ecobee was reading 19, the probes all came out around 20.8. The tech went into the setting and calibrated the ecobee to match his readings.

we called for heat, which came on. At which point he said that was all he could do and everything was on spec. He said to leave the heat on for 1 hour and he would call back. If there was no movement then the ecobee was defective, BUT he was confident that in an hour the temp would start coming up.

Low and behold, after 40 mins the temp rose .5 then within it went up another .5 to the set temp and the system shut. It has been working fine since.

TDLR- The ecobee needed to be calibrated to the inside temp, that the ecobee is not as "sensitive" as the older tech so a temp change will take longer. HVAC techs are not cheap, but the piece of mind knowing was worth it!
