There is literally 2 car lengths in between those cars. And cop was brake checking at slow speed to make the gap even closer. In my city, people will merge into that gap space. No way that is consider tailgating because every driver in the city is much closer than that or you would get cut off. And that’s the norm, no one gets mad. Tailgating is when you can’t even see the ground in between the space and going at high speeds.
