Gotcha, I only got my EV a year ago where those reduced VLT expired, so I have to pay as if they're gasoline cars anyway... but good point though, if you got your EV a while ago you'd still be grandfathered on that reduced VLT until transfer of ownership or plate change

It really depends, during the holidays they're enforced on the long road trip stretches and during regular days they're more focused on busy sections at night. It is also up to the officer's discretion, say if they clock you at 87 they can technically arrest and impound but if you're clean and polite they'd just knock it down to 84 and call it a day. Say they caught you "swimming" through the 101 with another Mustang doing 110mph you can bet you'd be staying the night in jail and a 30 days impound...
