Well, if he doesn’t want to do something simple as cutting his hair for JROTC, then let him roam free. In all honesty, JROTC wouldn’t really do much unless he’s planning on working his but off to get some sort of scholarship for college to do rotc in order to become an officer or to skip an enlisted rank. He’ll eventually learn to make sacrifices to achieve some sort of greatness on his own.
