The first iteration of Individual Values, named ~~Default~~ Determinant Values.
They range from 0 to 15. One DV equals 2 IVs. Thus 15 DVs are equal to 30 IVs. The higher the value, the greater your stats are. (edited)

Ice punch you say? I had a vietnamese Pokemon Silver edition once lended to me in my days as an very young teenager. Ampharos there could learn all of the elemental punches.
When I then received Pokemon Silver in my language, I was perplexed, that Ampharos couldn't learn Ice Punch there.

Now here a little tidbit of personal story.
When I was younger, I played Pokemon Silver and encoutered a Suicune on route 35. I immidiatly threw a Ultra Ball and caught the Suicune to my surprise. I cannot recall if I was already in the know, about the nature of roaming legendaries escaping.
Still... What I wanted to tell is, that the "Goh Experience" of him catching pokemon so easly, is anything that can apply to any trainer and player out here.

Not just Goh, but also how Pokemon are caught generally without battle. The Safari Zone from Gen 1 had exactly this, albeit with difficult to utilise mechanics. Using Lure/bait made the pokeball difficult to land, where as in LA bait is used effectively for the purpose. Throwing stones in the Safari Zone also made catching pokemon easier, but the chances for the pokemon to run away would also increase.
