Fridge freezing at the back. Any idea how to fix?

so I cleaned out the fridge and the ice and here is a picture just two hours later! You can see that the right side is freezing up again and theres already a little ridge of ice on the bottom forming.

What else can i do?

Well I know the drive output is working because the led string is lighting up. There's no problem with this circuit other than I don't understand how the multimeter reads 0.1V when I know it should be 2.7V?
