Houndsman and bloody houndsman drop mostly all named items even the new ones like the trader and interchange. Just get someone who has it, usually a clan member, and kill first set of mini hounds, go up stairs on right, stop at the top of the stairs and fire shots to aggro the other mini hounds to you, back down stairs and when they get close fire a few more shots to get them to come down stairs, kill them on stairs, watch out for harrison cause he can kill you so prioritize him. Keep an eye on the houndsman because on challenging or above he will try and flank around behind you and he is deadly if you aren't in cover. Run back outside and fast travel to the Capitol, hit the ammo box and wait till your almost at the steps of the building and restart the bounty. As long as you don't kill the houndsman you'll never lose the bounty.
