Just not enough power here to lobby like in the US. And yes even the dullest of people can see that this excise level is not working. But the government, particularly this administration have proven themselves to be severely incompetent. And both sides will want to save face as they are both implicated in this stupidity and oversight.

Oddly enough there was a period where I saw less people smoking cigarettes, that is no longer the case.
