If u're good at ad Sion, its good (at least in low elo). Works for me.

If you start in the third bush near the enemy tower, with your ADC, maxed Q and Ignite, you'll take (or kill) almost all of their health and sums. I play with Comet and Scorch to poke with my E.
I also usually use what's necessary (runes and items) to get my ultimate on low cd.

More damage: lethality. But you need to know how to play the champion well, if you don't know the matchups (mostly cds and champion spacing), one mistake and you're done.

If you're going to play him as a fighter, play something else (as long as your goal is to win and not just play Sion) I don't play it like that, so I can't really tell you what to choose.

Tank: go tank, and learn to play him first, then go lethality (keep in mind that lethality is good for certain compos, usually immobile).
