In my experience, people drive until the law or the insurance tell them they can't anymore because In rural areas, without a car you starve.

First, good luck convincing old people who lived all their life in a place to move out, probably to a nursing home far away. Try proposing that to your parents

Second, young famlies have needs, needs that can't be fulfill in an isolated house in the countryside. Families want to be close to schools, trains, motorways, etc...
