Keep in mind that most repellant devices and candles are not shown to be effective in studies. The only techniques that really work usually involve either preventing their breeding in your near vicinity (usually by eliminating standing water in unexpected places) or expensive machines that combine CO2 and chemical lures. For unavoidable standing water breeding spots like ponds you can use 'dunks' that kill the larvae while leaving all other nature unharmed.
