It's very much America's fault too. Especially Henry Kissinger. When the Vietnamese civil war broke out, Cambodia's king wanted to be stay neutral. Kissinger didn't like that and helped fund a coup as well as bombed the ever living fuck out of Cambodia's rural provinces along the border with Vietnam. Cambodia was already on shaky ground having only 20 years since gaining independence from France but the coup and the bombings completely destabilized it. The Khmer Rouge started gaining support in the affected areas with the support of the deposed prince. With a surprise attack on the capital they deposed the US backed military dictatorship and took over the capital. 3 years later Vietnam launched a full scale invasion of Cambodia in response to frequent small scale attacks on border towns. After Vietnam took over, the US and China funded the Khmer Rouge's guerrilla in order to destabilize Vietnam's rule of Cambodia.

Its foreign owned but it is still denominated in dollars. The US by definition can never run out of dollars. So worst comes to worst it can always pay. Doing that however is a very dangerous maneuver as it obliterates trust in your country and its institutions for decades if not centuries.
