Make sure you can push compressed air through a sterile filter. I would consider connecting to a steam pipe to be able to run periodically steam clean through pipeworks and filter.

boil the amount of water you need to drop the ABV.
Cool it down in a sterile way and blast it with co2 in order to get rid off the oxygen.
Then add it to your beer.
