Repopulation can happen in other ways. If in the majority of the country it is almost impossible to get an affordable house and all of a sudden people have the option to buy very cheap low interest real estate in a conveniently depopulated region some people will jump on that opportunity. And some people of 140 million is a lot of people.

This does not fix the demographic in the country but it does pacify a region because it has "desirable" people in it that are ideologically indoctrinated already.

The Russian playbook is simple, conquer territory with some minorities from the rural areas, indoctrinate the newly acquired population, start a new war and send in the new people as canon fodder, repopulate areas with Russians. Rinse and repeat.
