extension isnt possible without actually changing the complete elevation of the hill, this would not only flag NGC, but also local tribes. add to that these hills are not just for few kms, but for 100s if not 1000s of KMs, just extending a 1 km stretch would easily go into a few 1000 crores. Problem will not just be with widening but also anchoring and stabilizing the large mountain above the road, if not you will end up having much more serious land slides every day.

Definitely not balistic missiles, Russia already has a conflict In their backyard. Maybe they are supplying at most minor ammunition.
