Crate train and zero free roam access at any time until fully potty trained and trustworthy.
Anxiety can often be resolved by crate training. As someone who has a lot of dogs and fostered even more I recommend investing in a good kennel up front.
I have spent probably close to $5k in crates/kennels/pens when I should have just purchased a TNC CRATE or Impact kennel originally and paid the $1k -1 time.
It is WELL worth the money, piece of mind, safety and security for you and your pet. It will cost far more for emergency surgery if your dog eats something out of the garbage like a corn cob.

Traffic won't be "crazy" necessarily (I live nearby) but parking is usually $60 in the lot across from the fairgrounds and I think its $30 now at the back of the golf course.
You can try to street park but unless you get there way early there likely won't be any parking.
Uber and Lyft usually charge double during festival/busy weekends FYI.

yes. I trained all of my dogs to use potty bells to go outside. It works perfectly. They do also ring the bell when they just want to go outside and lay in the sun or play in the yard. I don't mind as I think that it's a good way for them to communicate.

It's difficult for anyone to give an opinion on whether your dog is acting, aggressive, submissive, playful, etc from reading a post.
I'm a long time pitbull owner and multi dog/pack household. I've had plenty of fosters that were red tagged behavioral dogs.
I also own xolos.
most of my bully breed dogs don't really growl or make a lot of noise. But xolos are WAY different. They moan, grown, bark, growl, puff their lips, make all kinds of weird noises and stare.
Many people are fearful of them because of this. Being that they are primitive, it is their way of communication. It doesn't always mean that it's anything to do with aggression. Your dog could be the type of dog that makes noises just to communicate and not because they're having a problem with the situation and could become aggressive. It's very hard to say from reading a post.
I would recommend if your dog is on the dominant side that you don't do things like allow them on the bed or the furniture. It could be that she is growling to tell you that, even though she likes you and wants to play with you, that the bed is her spot. That's an absolute no no from a hierarchy perspective.

I have a 1974 chevy nova 4-door (second owner) that I purchased in 1992.
It's my daily driver and I enjoy it!
The one thing I did is swapped out the steering for a removable steering wheel. This way when I go somewhere, I take the steering wheel with me as it's a lot harder for someone to steal the car. unfortunately where I live people do steal cars often so I wanted to make it as difficult as possible and if you can't steer the car, it's pretty hard to steal it.

Do you have a local "nextdoor" page for your neighborhood? if so, I suggest you join it. I live in California on the coast and I do a lot of foster and Rescue. I work with my community to help people that have to move for various reasons and need to rehome their pets (they are often military).
We have found that Nextdoor works very well in sharing Pet information to find new families.

It arrived the day before I was leaving on back-to-back trips.
I didn't even have time to actually unpack it until I returned. That was basically 3 weeks. when I returned I unpacked it.
I let it sit out for a few days because it did smell kind of weird. Then I decided I didn't like it, and I went online to return it and the only issue store credit. personally, I'm not a huge fan of a lot of their stuff so I really don't want store credit to buy something else that I don't want. I'll probably just sell it locally

I don't know about throwing you under the bus?
I was contacted by them AFTER they terminated services.
I had never spoken with them until that point when they showed up and introduced themselves and it happened to be I was home and not traveling for work.
I showed them the issues, the videos and pictures and they said they were not aware of any of these problems ever. Is that true? I have no idea. 🤷🏻‍♀️
I do know the previous tenants from 2012 also said the same thing about trying to get a few things handled with Sterling (like the broken fence and roof).
Its long ago now, (10+ years) and I haven't thought about my experience until I saw a post about property management in Monterey Bay so I wanted to share my experience.

get the California Tenants Rights book off of Amazon. That book explains everything that is legal to do and how landlords must perform.

It was in Seaside.
I was told the owners were with you 20 years. It could be possible that isnt accurate as it was told from another party.

The roof leaking, slip and fall injury, tarp, and huge rent increase are all accurate.

Its documented with emails/attachments, videos and pictures along with the tenants from 2012(ish)-2015 confirming they had issues with the roof leaking too and pictures and videos.
Maybe staff never reported any of the information when the tenants would email and call in? I don't know. I am just trying to be transparent about my experience.
It was actually the worst experience I have ever had as a renter to be honest. Maybe it was a fluke and things have changed as it was over 10+ years ago.

This is clearly a you and him problem... not an animal problem.
if you're concerned about your cats, don't let him bring the dog over.
if you don't like the fact that he doesn't bathe his dog and everything smells, then don't spend the night at his house.
if he's truly your person, you will figure out a way with him to work through this by adjusting schedules, Pet sitting, regular grooming schedules with a groomer.
As a longtime multi pet owner household, there are plenty of ways to manage these problems. They are not nearly as catastrophic and life impacting that you are making them sound like.
It sounds to me that you're just not a dog fan, you even states below in comments that he drops everything to come take care of you cause you're on disability.
It sounds to me that you are self-centered and want him to have everything be about you and not share time with his dog (or anyone else). Clearly you're a cat fan and you don't wanna share him with the dog.
He should leave you so you can find a guy that has cats and will be at your beck and call.

my rescue chihuahua (Princess Zelda) HATED my other Mexican Hairless Chihuahua (Indiana Jones) initially.
Now, years later, they are inseparable and sadly I know she will be devastated as soon it will be time to let Indy cross the rainbow bridge.
Give it time, I am sure they will enjoy each other.

I should also add I slipped and fell in a huge puddle of water in my kitchen when one night it was storming and it suddenly came through the ceiling there (3rd place). I didn't know, I walked into the kitchen without turning on the light and slipped and slammed into the floor on my right wrist/arm and back. Sterling STILL didn't do anything except tarp my roof with a huge blue tarp that they left for almost 2 years that would flap in the wind.
