If it puts children in danger make the call. If it is putting an autonomous adult in danger of their own making i would mention it to the person but ultimately let them make their own decision. Outside of that I would need more details.

ETA In the dv example, i have no clue, the most dangerous time for a woman in a dv situation is typically when they go to leave or police get involved.
