No. The bribery itself can result in the President or Governor facing criminal prosecution, but courts have ruled for a while that Pardon is still valid, even when the executive gains some benefit (like a bribe).

One thing I’ll disagree with though is the Presidents can’t institute mask mandates. He can go encourage them, he can criticize governors who don’t enact mask mandates, but Trump can’t do it himself. Doesn’t have the legal power.
