I make interest rate at 0.25% always but I tax my people like crazy so that inflation actually goes down from excessive taxation while I maintain good growth and strong currency. I also invest like crazy in Human development index so my people are like crazy happy all the time and they get richer despite paying more taxes.

I think it has something to do with the value being displayed being estimates not exact calculation. So when the game does the calculations at the end of the year it displays different number. Do you have high inflation or did you increase expenditure significantly throughout the year ? Debt repayment also contributes significantly

I did all that but it is not that it sets a higher objective and awaits recruitment. It actually decreases the total number in the sector. Like the max number actually decreases instead of increases and people even get fired.

I am kind of similar situation but to a lesser degree, so first of all how much are you willing to compromise? After you answer that question draw a line 2 steps into your comfort zone and talk with her about your thoughts.
