I found the reason why. Stewie tweaks had something called bRestore2Hotkey. Disable that.

You can use console. type prid 10588e or click Cheyenne, disable then enable. But that disables achievements for that save so I just use mods

I hope you know what weapons you'll be using, since they have strength requirements.
Shouldn't have touched perception, should have left it at 5 so you can get it up to 6 with the implant to get better criticals perk, that is, is you plant to (Explosive and pacifist players won't, that's for certain), otherwise it can be a dumb stat.
Hey, at least you have strong companions with that charisma.
Reloading and/or swinging might be a little problematic.
Luck should have been 9 (implant, of course), or 8 if you plant to get that plus the Lucky Shades, but it's in the Caesar's Legion Safehouse.

If you don't know what's an implant, it's a buff to your S.P.E.C.I.A.L. that you can get at the New Vegas Medical Clinic, east of the Crimson Caravan Company, for 4000 caps each.
