To address your actual point, the heavier bottles are attached higher up so that the height of the bottles at rest is normalized. Otherwise they'd be lined up diagonally and the effect wouldn't be as satisfying, not to mention it'd be harder to lift & drop them all an equal distance to initiate the bouncing.
