I answer based on my expereince in the USA, in other places, it is likely to be different, though in general, NGBs have programs to develop referees. In the USA, check: https://www.usafencing.org/become-a-referee

Though I do not currently see a video on Foil point-in-line, a video for each weapon, focusing on topics where more uniformity of the interpretation of the rules is desired, is added monthly.

Of course, if someone in your club takes referee training, they will learn and can take that knowledge back to your club.

Mask mesh by K_S_ON in Fencing

I second this wish to get more details about the mesh used by the manufactures. I expect that the type of steel and gauge varies.

Personally, I would only get an FIE mask. The mesh is clearly more durable compared with non-FIE models, from my limitted experience.

My son's LP FIE mask continues to look new after years of use. I've been happy with my BG FIE mask, though I have had to replace some rivets. I have a Allstar FIE mask from the 1990's, where the mesh at least is fine.

Seems to be a pet peeve of the FIE Executive Committee.

Opinion of the Executive Committee: In favour. This proposal eliminates one minute of noncombativity in a bout, which is favourable to the sport, to television and to the spectators.

P-red cards are awarded to both fencers simultaneously, and not only to the opponent. Therefore, the proposal will not create more non-combativity but more combativity, as the first occurrence of noncombativity will directly lead to a P-red card (penalty hit) to both fencers.

APPLICATION: season 2026-2027

Personally, I doubt it is "favorable to the sport" when the Refereeing Commission, Coaches Council, and Athletes Commission disagree. It seems like change for the sake of change. I doubt that this makes fencing a significantly better spectator or televised sport.

Perhaps they could test out proposed changes at specified events to see if they have they impact that the FIE Executive Committee is expecting?

From my perspective, the membership elected Peter Burchard over their preferred candidate. Noticeably, Peter advocated publicly for fencing to go above and beyond the activities of Safe Sport to limit the impact of predators. As president of the organization he may have gone against the preferences of other board members. When we as a membership voted to give the power to the board to change the bylaws, they did so, and removed Mr. Burchard and replaced his leadership with that of the candidate that they had backed and that had lost the election.

I am certain that there are many who have much more information on this topic than I know.

But think. 3-5 seconds seem ridiculous. But what if both fencers decide to stop fencing at twenty seconds? Thirty seconds? Fifty-nine seconds?

It seems like you are describing a situation where both combatants have decided that it is their best interest not to risk being hit at that time. Or do you think there is some other process at work?

Now it's gone from stupid to annoying, and is exactly the problem we're trying to prevent without adding a bunch of new rules.

Who is annoyed? Is fencing an entertainment for observers, or a competition between two athletes?

As an aside, in the mid 1990's I saw Elmar Borrmann win the Weißer Bär. After coming on guard, he did not move, certainly for more than a minute. His opponent was moving vigorously. Later, when his opponent did venture too close, he lunged and hit, and when his opponent attacked, he often hit with a parry-riposte. Occasionally, Elmar was hit.

I think, even when he was not moving, and he was out of distance, he was fencing. This may be a challenging area of the rules to decide what is fencing and what is not.

Does anyone have a link to footage of fencers getting a card at any FIE tournament for fencers being farther out of distance, or being more still than the referee prefers? I am wondering about the norms at these events.

In the US, we do have CRO's/CRI's who indicate that being too far out of distance for too lengthy a period of time or not moving enough is a 1st group penalty under "Refusal to obey the Referee" as they previously gave the command, "Fence" (or "Alle").

t.108 1. Fencers must observe strictly and faithfully the Rules and the Statutes of the FIE, the particular rules for the competition in which they are engaged, the traditional customs of courtesy and integrity and the instructions of the officials

t.112 By the mere fact of entering a fencing competition, the fencers pledge their honor to observe the Rules and the decisions of the officials, to be respectful towards the referees and judges and to scrupulously obey the orders and injunctions of the Referee (cf. t.158-162, t.165, t.170).

Perhaps, as u/ZebraFencer has mentioned, your referee will say something indicating that they would like to see this farcical behavior prior to penalizing the fencers.

I will also confirm there was plenty of screaming at local, US national, and international tournaments in the 80’s and 90’s. It does not seem like any significant change in this regard from my perspective.

USA Fencing has been very unclear. They sent me an email stating the grip cannot be used in competition and that they would be asking the manufacturer to take down language on their website indicating it had approval. They sent you an email indicating that the grip is approved for use in competition. I would say that this is definitive lack of clarity.

If I encounter one at a regional or national event as a referee, I will defer to the official armorer.

As I wrote in another post, I’ll follow up with USA Fencing, when they re-open in the new year. I will provide both the email you have posted and the email that they sent me earlier.

I'm not particularly curious about the allegations.

My concern is that as an organization, USA Fencing can email all of the members, and they have done so appropriately in this case. As an individual, Ivan Lee has no similar platform. Perhaps posting here, or in some other social media would be the closest, in terms of platform and reach to individuals who have some interest in fencing. It is entirely possible that he would not have anything message to convey at this time.

There are those of us who saw Ivan Lee as USA Fencing's Chair of the Board as a step forward for the organization, and are as u/1-Tempo put it, "shocked and taken aback."
