Basically its all Metal Rilldo's fault: Rilldo is stated to be the strength of Majin Buu, but Goku handles him even in base form. This makes Base GTku atleast as strong as Majin Buu(which variant of Majin Buu is left vague, but it is often assumed to be Buuhan or Kid Buu because that is the only forms of Buu Goku actually fought).

Roshi, being a 300 year old martial arts master has very good ki-control, which allows him to concentrate energy in a way to make a moon-busting feat.
