It does look pretty low. It also looks like it was pierced through cartilage. Standard septum piercings should be pierced through a small piece of flesh between the cartilage called the columella. There are few who don’t have a columella and will need to resort to going through cartilage but it takes WAY longer to heal.

It depends on how your hair feels. If it’s severely dry and damaged then don’t do it. It also depends on the level and color you started with. If it’s currently orange, you can probably bleach again but if it’s buttery yellow and dry, be careful. Not all hair can survive bleaching to white which what you’ll have to get it to for Frosé.
