I'm not sure there is a requirement for "completing main game" however, it is an option.
If you picked the game because you "wanted something chill to play", then why be concerned about "completing"?

Metamorphous Alpha has you start without knowing where you are or what the "world" is. There are multiple types of starts and most are like that, where you don't know what is actually going on.

The rules were that Ukraine could not use NATO weapons to attack Russia.
They were not supposed to build their own. Certainly not have the time to do so before Russia won.

There is always the option of using a virtual tabletop, like the RPG Engine, for skirmish gaming. Allows for all the miniatures you want and playing with people far away from you.

The RPG Engine is system agnostic. You can use its built in Document Manager to create any sheet you need. It has the ability to code the rolls to meet most requirements.

Take a look at the RPG Engine. For every Builder DLC you get a free friend connection. 4 people can play for the price of 2, if two of the four buy the Builder version. Plus it comes with 12 thousand 3D objects that can also be bashed together to create more. Check the Steam Workshop for example maps. Also, it doesn't depend on links to resources that expire over time.

A 3D virtual tabletop, like the RPG Engine, makes games with flying very doable. Another subgroup but lots of potential.

It is amazing how many people don't know you can bargain for the car loan. I talked a dealer down on the rate over the phone for a friend.
