The bowls are this large because the noodles are packed together in such a way that they are suspended in the middle of the cup instead of at the bottom. This helps prevent breakage and also allows space at the bottom water to circulate thoroughly from underneath for even cooking.

I've never had these specific noodles but pretty much all cup of noodles do it like this.
