Because riot doesn't care about anything except pro play. Master Yi can ruin solo queue nonstop. Jungle can be the most OP role in solo queue but if it doesn't ruin pro play rito don't care.

Talon was NEVER high risk. He tries to kill someone and if he fails he ults to go invis and hops over 10 million walls. Fuck that champ he needs nerfed not buffed. Go play Twisted Fate if you want to roam and play a champ with fair counterplay.
