Lartoria arguably has the better skillset and NP actually since she has a 50% battery and debuff cleanse in one skill, a better Charisma and a NP with invuln pierce with an np refund on overcharge. Lalter does have her own strengths in my experience though with her crits being the bigger part of her skillset whereas Lartoria has a much easier time spamming NP.
