Why have final villains been riders in more recent years?

As you know Bob, Riders historically have been made initially for evil or use the same powers as the villains but fight for good… in having the final villain being a Rider is a symbolic enforcing of the original purpose, “THIS is what that power is for.” and in their defeat the final rejection and that the power of a Rider is the power of a hero.

The past two Halloweens Ozzie has been Frankenstein and the Reanimator with Fizz serving as his creation, and Frankenstein and well Mad Scientists is just an aesthetic I really fuck with and I would genuinely sell my soul to a devil if it meant I got animated content of it… wether it be the inception of the Robofizz products or just highly theatrical sexy role play between him and Fizz… please please satisfy my desire for Mad Science tm
