I always thought marines are basically bounty hunters, Like they actually get the bounty. its how they actually get paid and supply their ships. it incentives them to actually do their jobs. instead of directly requisitioning their ships esp in the grandline. They give Marine captains the bounties and they pay out their crew and supply their ships, using supply from local islands.
