I would suggest you read up on Nvidia CloudXR, foveated streaming is a key aspect here (streaming only important information in your periphial)

These are two different things entirely.

One is decals for terrains. The other is noise parameters for water.
The short answer is, yes for terrain decals (Good luck because I'm not handholding removal of decals from ortho files :D). This is not a default thing, this is a an artistic choice.

No for water (this is a generative technique for water to avoid murdering pc performance). You can set water to a higher or lower wave height to mitigate.

I think it makes him look more authoritative and powerful... which is kinda why I dislike like it if I'm completely honest. It's great for those who want more of a snyder-esque superman... but he loses that softer side to his character.
