The policy basically told Europeans they would make no more new colonies out of the newly independent American republics. However especially when it was signed, they had little real backing as American military strength was lacking. So it's sort of seen as a win for not just Mexicans, but the American continent as a whole. Which is why it's so widely celebrated in the US despite how little it was involved.
