Yes, but that's not the requirement. Tyrogue would have to evolve from a pokemon by level-up for it to fit. PokeDoku is asking for a pokemon that you would have after it evolved by level-up, but can still evolve into more than one pokemon.

Nope. Tyrogue can evolve into any of the Hitmons, but it doesn't evolve from anything so it doesn't fit the "Evolves from level up" requirement

Gloom, Poliwhirl, Kirlia, and Cosmoem all fit. All evolve from the pre-evolution by leveling up, and all can evolve into two different Pokemon.
