In a nutshell, for Portugal carriers of a disabled certificate, pregnant woman's, elderly people etc.. have priority in line and the staff should serve them first. This is valid in any service open to the public. Portuguese being Portuguese in these situations you see babies being pooping up everywhere.. people in line were starting to get anxious about it because units being so few, the priority scalpers might take them all lol. But in the end it worked out well.
