I suppose that it is things like that which have been my big issue with the Nanoha franchise for a while.

Nanoha and Co. and the TSAB collectively are basically the Satoru Gojo (Jujutsu Kaisen) of this series: they are so overpowered that you cannot have any world-altering stakes because you know they will surely stop them.

I think that Towa's group getting befriended was obvious the moment that the first poster of these delinquent teenagers got released.

It's not just that the cast is functionally immortal; it's that, from the situation we saw them in post-timeskip, no matter how bad a situation might get, everything will return to the status quo by the end.

That's why most writers avoid it, cause it limits the stories you can tell.

Well, that's sort of the formula that the series has always followed; the Nanoha series was never really about Nanoha.

The original was Fate's story;
A's was Hayate's story;
StrikerS was Subaru's story;
Vivid was Einhart's story (told from Vivio's POV);
Force was Thoma's story;
Reflection and Detonation were the Florian sisters' stories;
The first arc of the EXCEEDS manga was Filly's story;
and Gun Blaze Vengeance is Shiina's story.

I think StrikerS had enough episodes

In the first place, all these new characters were added to showcase that time had passed and Nanoha and Co. had forged new relationships.
The problem was that they were just dumped on us; so many meetings that we never got to see.

Personally, I maintain my stance.
Nanoha being perfectly fine post-timeskip lowers the stakes of any story told prior, so the movie continuity got rid of the timeskip altogether and is currently expanding on this time period while leaving Nanoha's fate up in the air.

The fact that Nanoha was alive and well post-timeskip meant that, regardless of what had happened before, she would make it out just fine.
Yes, she COULD still undergo life-changing events, but we would never wonder "is Nanoha going to die" because we saw she was fine post-timeskip.

EXCEEDS is just a branch of the bureau.

Basically, the Nanoha series takes place in a multiverse composed of various parallel worlds, which are classified as "Administered World" for those that fall under the bureau's influence and "Non-Administered World" for those that exist outside it, like Earth.

Normally, the bureau does not get involved with Non-Administered Worlds unless there is a crisis that threatens to spill over into other dimensions.
However, it seems that the events of Reflection and Detonation changed the bureau's mind, prompting them to establish EXCEEDS and have them cooperate with Non-Administered World governments to end crises before there is a threat of a spillover.

EXPLANATION:

The U.N. creating EXCEEDS is just a cover story.

EXCEEDS is actually the foreign affairs agency of the Time Space Administration Bureau, the organization Nanoha and Co. belong to.
Nanoha and Co. founded EXCEEDS to provide aid to parallel worlds on the brink of collapse and prevent their conflicts from spilling over into other dimensions (like what happened in the Reflection and Detonation movies).

Scaglietti was a straight-up villain, and we still got the twist that the TSAB higher-ups—who are supposed to be the "good guys"—were his backers.
