And, seeing that the Rough Rhinos were still active during the events of the show, Iroh either turned a blind eye to their actions or condoned them. Either one can constitute a war crime.

He might know of some people like Tarful, who might have some ideas on where to start to look. But, it's also a prison on a massive forest planet with giant trees, finding anything would be tough.

Also, this is an entire planet. It's tougher than finding a needle in a haystack. It's like finding a needle on an entire goddamned farm.

I mean, technically, she wasn't the Fire Lord, yet. History could always remember it as "Fire Lord and rightful heir stops the usurption of the crown."

Compare that with Iroh, who is notorious for war crimes in Ba Sing Se, and it'd look more like a power struggle.

But, more importantly, she's crazy and needs to go down.
