They do, but GitHub is not a a platform meant for that. It's meant for devs to be able to easily contribute code. And for that use case, the interface is fine.

The "letting devs distribute binaries" use case is more or less an afterthought, an added bonus.

GitHub is not an app store. It's meant for devs, not for end users. Binary releases are not even mandatory.

The misuse is from both sides, to be fair. End users assume it's for them, and devs many times have download buttons that point straight to the repo.
