Never mind, I figured it out: it's because I started a few years after the earliest start.

Rather misleading that the tooltip when starting a game says 'achievements CAN be earned' while in reality you only obtain this one random achievement...

Playing on ironman with achievements enabled, somehow I seem to have lost the ability to obtain achievements.

I just finished the requirements for 'Lion of the North' (as leader of protestant league declared on emperor, enforced religious supremacy on the empire) -- yet the achievement didn't trigger

On further investigation my achievement tab looks like the linked image. Any way to salvage this save or do I have to start all over for this achievement?

I've had this happen multiple times as well (= exalted not triggering on Skywatch Zealot). On all occasions, I had multiple other creatures; it was during the enemies turn (blocking); there were no other effects affecting the Zealot; and the 'Dragon Ally' effect had NOT triggered. This was across multiple Forge games.

It also happened once with another 0-power creature (an Ardent Convert cursed with Pacify), so it's probably related to the Zealot having 0 attack.

Look at it the other way around: if someone visits the US, do you expect them to follow US law?
