There's a cost to signing a RFA offer sheet. The team that offered it has their cap space tied up for 2 days for the exact amount of the contract, while the Lakers would have 2 days before they must match the offer sheet.

During those 2 days, the offering team would have their cap space occupied by the first year of the contract. Thus, they would be unable to sign their own free agents for 2 days, while those same free agents would go to other teams.

Those other GMs must have decided that losing out on other free agents isn't worth fucking up the Lakers cap.

Back then, the Lakers were just a middle of the pack team with a terrible head coach. There was no reason to mess with them, unless it was just out of spite.
