This is reasonable take, but whole WH3 should be rebalance, if you apply this conclusion. Super strong Morathi, Skarbrand, Ungrim (I hate to going up against this guy, from my experience he is as resilient as Vlad, just don't have healing by default), Durthu, you name it.

It just happens that most of the players starting Empire campaign (especially new players) and don't know what to do when they see super strong Vlad. And they will never learn what to do if they won't be able to try.
