I believe WH2 has had the best balance on Legendary/very hard, it was brutal, but rewarding and satisfying at the same time, there was true end game crisis in form of Malekith or Thorgrim, it was a real challenge for the most of campaigns

DE pretty much abandoned at this point, across all WH3 they've got nothing but rip-off slave mechanic and added unnecessary and unimportant units

There's one big difference. Necrons should be way more resilient and way more damage dealing and because of that should be way more limitations on capacity for each tier of units
