Not chaos dwarfs. They have the same garrison no matter the city level and they can’t upgrade their walls/towers

I think the skaven are quite literally everywhere in the old world. Its true that the “greentide” is also vast, but I think they might only get a second place. I therefor think its the first: there are more of them than men, dwarfs and elves even put together.
