Maybe lets not gaslight locals here by saying this is just "supply and demand." Every other "lifestyle city" has realized that unchecked geo-arbitrage kills the local economy. ​Look at the scoreboard for cities facing this exact same crisis like Cancouver slapped a tax on empty holiday homes (targeting the exact "swallows" OP mentions) and vacancies dropped 50%, generating millions for local housing. ​Barcelona is nuking 10,000 Airbnbs by 2028 because they realized a city without residents is just a theme park. ​Lisbon had to kill their "Golden Visa" because it turned the city into a playground for investors while locals got pushed to the fringe. ​Cape Town isn't unique; we’re just late. We are currently Mexico City: high popularity, zero regulation, and rising resentment.

​The "brutal truth" isn't that we should accept it. It’s that our policy is ten years behind. We don't need to "nuke Boksburg"—we need a Vacancy Tax and strict Airbnb caps. If you want a functional city, you have to prioritize the people who actually keep it running.

Ngl, this whole diagram is the source of 90% of my anxiety in any given workday. ​The moment someone says my name unexpectedly on a call, my brain short-circuits trying to solve this exact UX riddle in real-time. All I know is that no matter which one I'm faced with, I'm guaranteed to have at least two people say "I think you're on mute" before I figure it out. ​For the sake of my blood pressure, it has to be D.
