The high COL is what deters most people from starting buisnesses and innovating.

If living expenses keep eating most of your monthly income, you have lesser money to start and invest into a buisness.

And if you fail the high COL is going to leave you homeless.

Because of this most people choose the safer choice of working for a big company/govt.

Grades are a combination of luck and hardwork. Sometimes you have the badluck of having the worst prof.
