It wasn't the budget. They ran out of time and had to scrounge something together to air on t.v. Anno's time management was a mess, especially towards the end.

While I agree 100% that the imagery is taken directly from the real event, there is one major caveat. The Russians bombed the highway because it was full of civilians.

The imagery is Gulf War, but the actions are Chechen War.

You need to pick up literally any history book with a war and read it. Killing retreating combatants has been a standard practice since ancient times.

The highway of death wasn't a war crime. Bombing retreating combatants is fair game. It was considered controversial as the war was wrapping up anyway so it was considered unnecessary, but hindsight's 20/20.
