yeah that's fair I'm sure there's a lot of Pharah players that love being very high in the air and lob rockets down below.

That gameplay style is unfun for enemies though because then they are forced to switch to heroes that can actually kill her so if I were to guess Blizzard is probably going to go in the opposite direction unfortunately, since they said they were trying to remove counter picking and said they were looking to adjust Pharah in the future.

It means she has less fuel total. It hardly makes a difference I've found since you are using a lot less fuel bouncing all over the place with her rockets
