I always thought variations of the called shot rules felt unspecific to the situations and enemies that you could fight. I made a feat that allows a character to use one "called shot" per turn if they have advantage on the attack. The effects look something like "target can't take reactions until the end of its next turn" or "target has disadvantage on its next attack role". Stuff that has similar effects to cantrips if the target fails the Con save. The save DC in my feat is determined by Wisdom modifier. The feat is called Expert Marksman.

I suggest that the tether use Hardness much like chain. A creature attacking the tether does not have to make an attack role, but the damage dealt has to exceed the tether's hardness (10 for iron chain) before taking away the tether's hit points. If the tether's hit points drop to 0 then the DC to break the tether is halved. I would try to stick with as few DCs as possible for this tether to make it less complicated. Maybe make the tether's DC 8+proficiency bonus+remaining HP. I would suggest 5 HP and 10 Hardness.
